The Scope of the Hidden Camera Scheme

According to prosecutors, the 59-year-old Long Beach resident faces a total of 31 charges. This includes five felony counts of eavesdropping, 23 misdemeanor counts of secretly filming individuals, and three misdemeanor counts of unlawfully disseminating private recordings.

Investigators state that Pearsall planted hidden cameras inside an employee locker room at the Bolsa Chica State Beach Lifeguard Headquarters. The covert devices allegedly captured male employees, including lifeguards and maintenance workers, undressing in the nude over an 11-month period.

Discovery and Investigation Timeline

The illicit recording scheme was uncovered in July 2025 when a sworn park officer discovered a suspicious USB stick in the staff locker room. The officer promptly handed the device over to the California Highway Patrol, which initiated a formal investigation.

Authorities determined that the unlawful recordings began in August 2024. Prosecutors also allege that Pearsall shared several of the explicit videos with two other individuals while making inappropriate sexual remarks.

Administrative Fallout and Public Response

A Long-Tenured Career Ends in Scandal

Pearsall had worked for California State Parks since 1994, eventually rising to the position of superintendent in 2023. He remained in the role until being placed on administrative leave and subsequently retiring in July 2025.

Orange County District Attorney Todd Spitzer strongly condemned the actions as a severe and disgusting violation of the victims’ privacy. Legal experts expect the pretrial hearings to continue as the defense reviews the evidence gathered by the California Highway Patrol.
