Veterans Court Program Transforms Lives Across Marin

The graduation ceremony took place on Tuesday, August 5, 2025. For the thirteen veterans who completed the demanding 18-month program, it was a huge milestone.

Judge James Schurz led the emotional event. District Attorney Lori Frugoli dismissed all pending charges against the graduates, offering them a genuine fresh start.

One of the standout stories came from Navy veteran Teddy Southern of Marin City. He overcame alcohol dependency with help from the Helen Vine Recovery Center and the Veterans Administration.

Southern’s journey really shows how much the program can change lives for veterans from places like San Rafael, Mill Valley, and Tiburon.

How the Veterans Treatment Court Works

The Veterans Treatment Court gives former service members facing low-level offenses a different path than regular criminal proceedings. Instead of just punishing, the program connects veterans to services that tackle the root causes of their legal troubles.

This year, the program helped 43 veterans from all over Marin County, including Fairfax, San Anselmo, and Larkspur. Most cases involve DUI charges, but some participants face vandalism or assault charges.

What really sets this court apart is its understanding that many veterans’ legal issues come from trauma they experienced during military service. The program takes this into account and offers specialized support that actually fits their needs.

Perfect Success Rate Continues

The Marin Veterans Treatment Court has an impressive track record. Sean Stephens, Marin County’s veterans service officer, pointed out that no graduate has returned to court in the program’s four-year history.

This spotless rehabilitation rate says a lot about the program’s approach and the commitment of veterans from Corte Madera to Sausalito.

Recognition and Celebration of Achievement

Each graduate got special recognition during the ceremony, including gift certificates and commemorative medallions from veterans’ organizations. The medallions feature the phrase “We got your six” – a reminder of steadfast support.

This year, the program also saw more diversity among its participants. Three women completed the requirements, including Army veteran Tammy Neher of Novato.

Her success shows the program’s impact across gender lines and throughout northern Marin communities.

Community Impact Beyond Individual Success

The Veterans Treatment Court’s influence goes way beyond just helping its graduates. It really benefits the broader Marin community in some important ways.

Instead of just pushing cases through traditional courts, the program digs into the root causes. That approach helps:

  • Reduce recidivism rates across Marin County
  • Lower incarceration costs for taxpayers in places like Ross and Kentfield
  • Give veterans real paths to recovery and reintegration
  • Strengthen support networks between veterans and local resources in West Marin
