Legal Case Update: San Rafael Bank Robbery Suspect in Marin County Court

The latest court action focuses on a San Rafael man, William Corneal Horton, 61. He pleaded not guilty to charges from alleged bank robberies on April 14 in Marin County.

Police arrested Horton in Larkspur, and he’s still in jail with a $50,000 bail. His next hearing is set for May 13.

Horton has a long history in the North Bay. The court is looking at his prior run-ins with the law, including a 2005 Wells Fargo robbery in downtown San Rafael.

Back then, he pleaded to burglary in 2006, with the robbery charge dropped. He served a year in jail and got five years of probation.

Now, these new charges connect Horton to two bank robberies. Marin County authorities are keeping tabs on the investigation, which stretches from San Rafael to nearby towns.

Background on the Defendant

In 2005, police arrested Horton for robbing a Wells Fargo in downtown San Rafael. The next year, he pleaded to burglary, and the court dismissed the robbery charge.

He spent about a year in jail and then started a five-year probation. With the current case, police took him into custody in Larkspur, and he’s still behind bars, waiting for his May 13 court date.

Tam Valley Sign Relocation: Design Review Board Sets Public Hearing

The Tam Design Review Board will hold a hearing at 7 p.m. on May 6 at the Tam Valley Community Center. They’ll discuss a gas station’s request to move two freestanding price signs from the public right-of-way back onto its own property.

This issue sits right at the crossroads of local business needs and county rules in Tamalpais. The signs originally went up—or got changed—during a 2018 Transportation Authority of Marin bike and pedestrian improvements project.

At the time, no County Sign Review happened. Now, the gas station wants the County to review the signs under current rules and the Tamalpais Area Community Plan.

The debate is about balancing safety, aesthetics, and traffic flow in Tam Valley and nearby Mill Valley corridors.

What the Proposal Means and Regulatory Context

For folks in Tam Valley and Marin County as a whole, this proposal shows how signage decisions mix with bike-ped upgrades, public-right-of-way rules, and long-term plans for neighborhood character.

If the board approves it, the gas station will move the price signs back onto its property. This would line up with County sign standards and the Tamalpais Area Community Plan’s guidelines for signage along busy roads near San Rafael and Larkspur.

Planning Commission Approves Home Projects Across San Rafael and Neighboring Cities

At a packed session, the San Rafael Planning Commission approved several home construction and remodeling projects on Tuesday. The meeting highlighted new priorities for residential infill and waterfront-friendly design on Beach Road, West Shore Road, and San Rafael Ave.

Commissioners gave the go-ahead for a 332-square-foot addition at 340 Beach Road. They also approved remodels and deck expansions at 47 West Shore Road and a 300-square-foot roof deck at 140 San Rafael Ave.

The board also authorized demolition of a garage and shed at 135 Belvedere Ave to make way for a new home.

Details of the Approved Projects

  • 340 Beach Road — 332-square-foot addition approved, keeping the coastal vibe while adding more living space.
  • 47 West Shore Road — Remodel and deck expansion approved, making outdoor living better by the water.
  • 140 San Rafael Ave — 300-square-foot roof deck approved, adding outdoor space with care for street views and neighbors.
  • 135 Belvedere Ave — Demolition of a garage and shed approved to allow for a new home that fits the neighborhood’s scale.
