Supervisor Connie Chan stands out as a major contender for California’s 11th Congressional District. The seat covers parts of San Francisco and San Mateo Counties, but it’s tightly woven into Marin County life too.

Chan has said publicly she won’t take support from AIPAC or its lobbyists. Yet, federal records show a more layered story about who’s backing her campaign.

Following the money, especially as it moves through super PACs and these fresh, sometimes temporary groups, has become a core part of modern politics. Anyone paying attention to Marin elections knows how important this is, even if the details can get a bit dizzying.

Super PACs and Opaque Funding Streams

It’s easy to get lost in campaign finance jargon, but it really matters. Recent reports show that pro-Israel groups like the Democratic Majority for Israel (DMFI) and AIPAC’s United Democracy Project have sent big dollars to a super PAC called the EDW Action Fund.

By April, those groups had kicked in about $287,750 to EDW Action. That’s a chunk of change.

But the plot thickens. The EDW Action Fund has now teamed up with a brand-new, short-lived group: Pro-Choice Majority Action. This pop-up PAC didn’t even exist before May 1st.

Thanks to the way it registered, Pro-Choice Majority Action can hold off on reporting its donors until after the June 2nd primary. That move adds a layer of secrecy to the whole process.

This new PAC has already spent heavily, dropping $475,000 to support Supervisor Chan. Because Pro-Choice Majority Action and EDW Action have legal links, they can move unlimited funds back and forth.

This setup lets them time big, undisclosed contributions to avoid early public scrutiny. Voters in Tiburon, Belvedere, and other towns might feel left in the dark about who’s really behind the money.

The Kimbark Foundation and Potential “Pass-Through” Channels

The money trail gets even twistier when you look at who funds the EDW Action Fund. As of April 30th, the Kimbark Foundation stood out as the biggest donor.

This nonprofit seemed to pop up just before making its large donation. Before that, the Kimbark Foundation gave $500,000 to another AIPAC-linked group, the 314 Action Fund.

That kind of pattern makes you wonder if these are “pass-through” vehicles set up to hide where the cash really comes from. Anyone who’s watched campaigns in Berkeley, Oakland, or Marin County has heard about pass-throughs before, and it’s often a red flag.

It means money can move through middleman organizations, making it hard to trace the real source. EDW Action Fund has already acted as a channel for AIPAC-related funds in earlier races.

On top of that, Symmetry Media LLC—the vendor handling Supervisor Chan’s communication spending—also worked for EDW Action in previous contests. Coincidence? Maybe, maybe not.

The Political Landscape and Key Competitors

Supervisor Chan’s campaign has picked up a lot of momentum lately, thanks in part to endorsements from big names like Nancy Pelosi. Recent polling puts her in a strong spot, neck and neck for second place just behind State Senator Scott Wiener.

The race also features Saikat Chakrabarti, who used to be Chief of Staff to Alexandria Ocasio-Cortez. Some Democratic Party leaders, including allies of Hakeem Jeffries, seem a bit uneasy about Chakrabarti’s run for Congress—maybe not outright opposed, but definitely not enthusiastic.

AIPAC didn’t reply directly when asked for comment. In the past, though, they’ve pushed back against criticism of their affiliated PACs, saying it’s an unfair way to single out pro-Israel Americans.

Voters across Marin County—from Ross to Fairfax—are watching these financial undercurrents as they get ready for a pretty pivotal election. It’s a lot to weigh, honestly.
